Hmm.... that data.ini line-break issue was unexpected. It's somewhat surprising it works on my Win7 laptop.
Anyway, I've added the dlls to the installer, so I can try a "fresh" mouRO install which only needs the data.grf from the RO installation... and it crashes when it's time to show the character select screen
At least this means I have something to work on now to try to fix this :S

Nope.... it works correctly here. I just had a lame bug with a missing skin/ directory :/
In any case, I updated the installer to again include the "dll" option. If you install that and then copy the data.grf and "skin/" directory of a normal RO installation, it SHOULD work. If it doesn't, then I blame Windows. Though it might be some different dll missing somewhere (which is different from the ones in the machines I tested in).
The two machines I used to test were : Linux (through wine), and a Windows 7 - 64bit edition.
Another thing to try is to run the setup (opensetup) once. Maybe the client is crashing because of the default video/sound settings? However, opensetup is not perfect, it will not be read by the client if you launch it before the client is (because it works correctly when it's used by the client to save settings, and afterwards it works correctly if the options file already exists: hence, it only fails if you try to use it before everything else).
In any case, if you want to try with the opensetup and different settings, afterwards open the (text) file "OptionInfo.lua" in the "savedata/" directory, and make sure the first two lines are these:
CmdOnOffList = {}
OptionInfoList = {}
That will fix the file to be readable by the client.
If this still fails, I will look into hexing different versions of the client (with the minimum settings) to see if we can find something that works well for everybody, and then I will work on updating the server to support that version.

Well, I just downloaded the lastest client you released and shit happened, so I'm migrating to the older one, by older one I mean the 4-12-2013.
Also the Korean letters are fucking annoying, so that's another reason.

Which latest client, Lothar? The test one? Of course it looks crappy, it isn't meant to be usable to play, only to test if it could launch for people who couldn't start the official client!

i cannot find any way to make my mouro starts, its so fustating t.t, i've tried lots of things: googling my problem, executing the client via cmd(which was a disaster btw) all the files.exe running as administrator, resintalled and used files of different dates... i don't know what else to do =/

I am starting to think the problem is more related to RO and your machine somehow, but it appears no matter what I do, what works for me won't work on your side. Perhaps you can use another recommended hexed client, and see if that launches correctly?
The only real requirements for the hexed client is to read the data.ini (grf order) and have shared palettes type 2 support.

The "extra" window happens when the client is hexed to not skip the license agreement on startup. MouRO's standard client is hexed to skip that. The login process is just: launcher is up, enter user/pass, then the client opens up, and shows "server select" from which only MouRO is available.
I thought your problem was that the client wouldn't even open, meaning that you wouldn't be able to see the client and the background, just... get to the login window from the launcher, and then have a client hung, or quit immediately.
If that is the problem, have you tried getting another hexed client from rAthena? And see if you can actually launch any other client from 2013? I can always make the client support another client if that's what you can get working.
